At Zelestra, we are looking for an On-site Environmental Specialist to join the LATAM Security, Environmental & Social (SES) team, based at a project located in San Juan del Cesar, Department of La Guajira.
The main mission of this role will be to ensure compliance with environmental obligations on behalf of the OWNER, as the project owner, by supervising all activities related to the implementation of the environmental instrument managed by the EPC. In addition, the person will be responsible for managing all procedures required before the environmental authority to ensure the proper implementation of the project’s environmental provisions, maintaining fluid communication with the different construction teams and reporting directly to the LATAM Environmental Coordination team.

Mission

The main mission of this role will be to ensure compliance with environmental obligations on behalf of the OWNER, as the project owner, by supervising all activities related to the implementation of the environmental instrument managed by the EPC. In addition, the person will be responsible for managing all procedures required before the environmental authority to ensure the proper implementation of the project’s environmental provisions, maintaining fluid communication with the different construction teams and reporting directly to the LATAM Environmental Coordination team.
Responsibilities
- Coordinate and guide the environmental team assigned to the field to ensure compliance with environmental obligations.
- Together with the Project Construction Manager, carry out the process of hiring specialized consultants to fulfill the environmental obligations committed to in the environmental instrument, IFC standards and the Equator Principles, as well as to close any potential gaps identified.
- Supervise Project Managers and technical teams in optimizing the project design by incorporating environmental variables and ensuring that these are complied with in accordance with the environmental instrument.
- Manage and supervise Project Managers, technical teams and financial teams in project planning, incorporating timelines associated with environmental procedures and related permits, and ensuring that all permits are in place before and during the execution of the works.
- Transfer information, commitments, stakeholder engagement matters and other relevant environmental management aspects of the project to the environmental team responsible for the construction and operation phases, with the possibility of requiring direct on-site support.
- Monitor and ensure strict compliance with environmental commitments during the construction and operation and maintenance stages, as well as safeguard the information submitted to the authorities.
- Contribute to the project risk register and mitigation plans, as well as to the lessons learned register.
- Manage contracts with specialized consultants and lawyers providing services to the environmental area.
- Prepare management reports when required, both internal and external, and support internal and external environmental audits.
- Collect and review the information to be submitted to the banks, ensuring that the information is compliant.
- Conduct internal and environmental compliance audits of the site to ensure compliance with the requirements of the environmental instrument.
- Professional degree in Environmental Engineering, Natural Resources Engineering, Forestry Engineering, Biology, Law or a related field.
- At least 5 years or more of experience in roles with similar responsibility in the energy, mining and/or oil and gas sectors.
- Demonstrable experience working in the field.
- User-level proficiency in Microsoft Office, especially Excel and budget preparation. Knowledge of Power BI and Microsoft Project is a plus.
- Knowledge and management of geographic information systems.
- Driving license.
- Residence in, or availability to reside in, the area.
