Position Overview 






RMGS, Inc. seeks experienced Independent Contractors for Border Security to support the U.S. Department of State’s Export Controls and Border Security (EXBS) program in Armenia. Trainers will provide consultative services to partner governments, deliver specialized border security training, support capacity‑building initiatives, and strengthen international border enforcement capabilities. This position is contingent upon contract award. 






Roles and Responsibilities 







  • Deliver in‑person and virtual training to customs and border security officers in partner nations, including Armenia.

  • Mentor host‑nation officials on best practices related to targeting, inspection, detection, seizure, evidence collection, post‑shipment audits, and cross‑border investigations.

  • Support EXBS institutional development goals, risk assessment activities, and embedded mentorship needs.

  • Conduct assessments of procedures, personnel, infrastructure, and training curricula; recommend improvements.

  • Participate in U.S. interagency and host‑nation preparatory meetings as required.

  • Draft comprehensive after-action reports following travel and engagements.

  • Develop, tailor, and execute training courses on customs, cargo targeting, analysis, surveillance, and related border security subjects.

  • Support technical advising, regulatory drafting, SOP development, and site surveys.

  • Facilitate engagements such as technical exchanges, tabletop exercises, and study visits (in partner nations and in the United States).






Required Qualifications and Experience







  • 10+ years of field experience in U.S. border security operations (e.g., Customs, Border Patrol, HSI, BIS, DOJ, USCG, military).

  • 5+ years experience developing and delivering training.

  • 2+ years experience training foreign officers.

  • Demonstrated record of delivering training overseas.

  • Ability to operate in austere environments and travel internationally.

  • Ability to obtain and maintain a Secret clearance.

  • Accreditation to deliver World Customs Organization training strongly preferred.

  • Strong skills in program-level reporting, performance metrics, and project execution.

  • Excellent oral and written communication skills.

  • Frequent international travel to support partner-nation training and consultations.

  • Must maintain a valid U.S. passport; visa support provided.

  • Travel authorized and reimbursed per Federal Travel Regulations.
